Agreement between the two published numbers
Stretcher occupancy and people waiting to be seen name the same least-loaded ER 82 hours out of 161. Two different ERs in the other 79 hours.
How to redo the calculation
Every row comes from /api/facility/<permit>/history?hours=250 on this site, fields occ_pct and waiting. Permits: 51223295 Royal Victoria, 51228310 Lachine, 51236313 Notre-Dame, 51248219 Montreal General, 51228278 Lakeshore. Hours where one facility publishes nothing are dropped for all five at once.
